DICE is organized as an open and collaborative innovation cluster that brings together stakeholders from academia, industry, public administration, and civil society. At its core, the cluster is guided by a Core Group and a Coordinator, who are responsible for strategic direction, network development, and the coordination of activities. Around this central structure, associated members contribute expertise, resources, and project opportunities, forming a dynamic network that supports knowledge exchange, innovation, and collaboration across the built environment sector.

To ensure openness and long-term relevance, DICE also engages a broader community of collaborators and external experts. Collaborators participate in thematic activities, projects, and events, while an Advisory Board provides strategic guidance and supports the alignment of the cluster with emerging trends, stakeholder needs, and European initiatives. This structure enables DICE to remain flexible and inclusive, fostering cooperation across disciplines and sectors while creating opportunities for joint research, innovation, testing, and implementation activities.

DICE members partner in several cooperations in programs like Horizon Europe, Interreg (Baltic Sea Region), Driving Urban Transition, Erasmus, or URBACT, among many others. Connections and cooperations at the European level exist with the European Innovation Partnership for Smart Cities and Communities (EIP-SCC), European Digital Innovation Hub (EDIH), Urban Air Mobility (UAM) Innovation Network, and the Enterprise Europe Network.
